UPDATE: Orlando International Airport Resumes Normal Operations After Emergency Order Canceled
The FAA has canceled the Emergency Order. Orlando International Airport can now resume normal operations, but travelers could still feel the impact.
FAA Emergency Order

Orlando International Airport (MCO) anticipated the airport to continue with normal operations even with the Government Shutdown. Unfortunately, travelers experienced significant delays when MCO experienced an air traffic controller shortage.
The Federal Aviation Administration (FAA) released a list of 40 major airports that will be seeing a 10% in flight reduction. This reduction would cut thousands of flights daily. To see all airports that were listed read HERE.
When the flight reduction was first announced, an official order had not been received by MCO. Once the order was received many flights were canceled. You can read more about the impact on MCO HERE.

This is great news that the airspace restrictions have been lifted, but there still could be some lingering impacts. Unfortunately, it will take some time, some have reported several weeks, before all carriers return to normal operations.
