We did receive a tip that these are available on Main Street and near Gaston's Tavern in Fantasyland. Without a doubt, these will sell out quickly.

So we were in Disneyland last week, and they told us they don’t have refillable buckets. The only refillable ones are for Magic Key holders. We were pretty bummed out since we always get a refillable bucket at the beginning of our trip to WDW.
