There is hardly any inventory for the play stay dine during this pre booking period for visa card holders. Does Disney normally open up additional availability once the promotion is available to the general public ?

What if we already have a trip planned and are paying on it. Is there a way to qualify for this discount as well without canceling (and losing all my dining reservations) our current reservation and making a new one?
Dining isn't connected to your stay, so that isn't an issue. You could call Disney or contact the travel agent to see if they could assist you.
