Strategies for Riding the Ministry of Magic at Epic Universe
Harry Potter and the Battle at the Ministry is a ride at Epic Universe that has become notoriously difficult to ride without a long wait time. Here are the best strategies for making sure you get to ride the new Harry Potter ride when you visit Epic Universe, if it is important to you.

Epic Universe has been officially open to the public for over a month. One trend we are seeing is that people are still lining up for Harry Potter and the Battle at the Ministry!
If you are here looking for strategies, then Harry Potter and the Battle at the Ministry likely needs no introduction. You likely already know that this thrill ride, located at The Wizarding World of Harry Potter- Ministry of Magic in Epic Universe, is a ride that takes guests from Paris by way of Métro-Floo to the British Ministry of Magic, where villainous Dolores Umbridge stands trial.
The ride is a mix of simulation and movement, but it is relatively low on the thrill scale compared to other Harry Potter rides in Universal Orlando Resort. Still, riders must be at least 40" tall to experience it, or even to enter the queue. This can be problematic for families with small children because the ride's long wait times could mean splitting up for long periods of time if anyone in the party wishes to ride.
And, there is currently no Express Pass Option for Harry Potter and the Battle at the Ministry. This means all guests are at the mercy of the standby queue unless they have very specific disability access or unless you are given a special pass for inconveniences like having to evacuate mid-ride.

So, it is only logical that visitors are seeking the best strategies for riding Harry Potter and the Battle at the Ministry. Before we get into strategies, it is important to know that there are no guarantees at Epic Universe.
Everything is subject to operational delays and long disruptions, and Harry Potter and the Battle at the Ministry is one of the biggest culprits when it comes to delays. People have reported entering the queue and then waiting for hours for delays to be resolved. I (Kate) have experienced multiple delays from inside of the queue myself.
Keeping that in mind, here are four big strategies to try to get yourself on the Ministry of Magic with minimal waits. But, remember the very best strategy of all is having a backup plan in case you need to pivot and go in with the mindset that you might need to wait it out, especially if you haven't got any Felix Felicis about you.
Strategy 1: Rope Drop

The first strategy is to head to the attraction at Rope Drop. This does involve some measure of sacrifice if you are eligible for Early Park Admission.
Harry Potter and the Battle at the Ministry is currently not officially open for Early Park Admission, so heading there first means giving up EPA for the portals that are included in the benefit. This includes Mine Cart Madness, which is another popular attraction to hit first. (Of course, Donkey Kong is also notorious for delays in operations, and it often isn't running at the beginning of Early Park Admission, depending on the day, so you may not be giving up much!)
What Universal is NOT advertising is that although Harry Potter and the Battle at the Ministry is not currently part of Early Park Admission, it often starts running well before its official opening time. Epic Universe has been allowing all visitors, regardless of whether they qualify for Early Park Admission, to preload the attraction queue at Rope Drop. And, often it starts running up to an hour before its scheduled opening time.

My (Kate's) travel party and I tried this strategy at Rope Drop recently. The Team Members at the park entrance were saying the ride was scheduled to begin running at its normal time (which on that day was 10:00 a.m.), but that we were welcome to preload the queue and see what happened.
When we arrived, we got in the queue that was forming outside of the ride entrance and sent a member of our party to ask a Team Member whether it was starting operations early. As luck would have it, it WAS! Harry Potter and the Battle at the Ministry started running shortly right around 9:00 a.m. on a day with a 10:00 a.m park opening.
Unfortunately, there was an almost immediate delay in operations, but this only lasted about 15 minutes. Once the ride was running again, it was a good morning for those who hopped in line. My party was off the ride by 9:38 and eating breakfast at Café L'air De La Sirène by 9:45. The restaurant had also opened early that day!

Now, I must stress that this strategy comes with no guarantees. The ride might not be running prior to its advertised opening time. It is best to find out as much as you can from Team Members and be prepared to pivot or wait indefinitely if there is a delay in opening. But, when it works, it is a GREAT option for those who get there in time for Rope Drop and take a chance.
Strategy 2: End of the Night

Some people take the opposite approach and save the ride for last. Crowds do tend to drop at the end of the evening, so this can be a relatively good idea.
However, the end-of-day strategy can also go wrong, especially if the attraction had a slow start or spotty day in terms of operations on the day of your visit. Many guests may be trying this same strategy.
This means that the queue could potentially reach capacity for the evening before you jump in line. There is also a risk of the ride going down near closing, and if this happens, it is highly likely that operations will not resume.

Rope drop and end of day are both reasonable strategies assuming oppertions are working in your favor.
If these are not risks you want to run, you may want to try a different strategy. It may be prudent to save this one as a last-ditch effort if this ride is make-or-break for you.
Strategy 3: Keep an Eye on the Universal App

Finally, it is a good idea to keep an eye on the app. Crowds ebb and flow, especially in the heat and rainy weather.
Fortunately, you do not have to keep checking your phone to do this. You can set an alert in the Universal App to let you know when the wait time for Harry Potter and the Battle at the Ministry drops below a certain wait time. Just be sure to turn your notifications on!
A wait time of 120 minutes or less tends to be a sweet spot. Sometimes the wait drops to 60. And, with no Express option, the line tends to move more quickly than advertised UNLESS there is a delay in operations.

Also, even if your wait will be lengthy, it is 100% indoors. So, if temperatures are rising, this is a good place to wait out the heat of the day when you see wait times drop. You will be able to get out of the heat for a long time and avoid miserable outdoor waits.
Strategy 4: Keep an Eye on the Weather

You might also want to watch your weather app because this is a good attraction to head to if you suspect there will be storms. It is one of the few attractions that remains operational when lightning is detected in the area.
So, if you suspect heavy rain or a storm is heading your way, get over there ahead of the potential weather delay and Epic Universe announcements for ride closures. More people will be coming as soon as the outdoor attractions close due to the weather, so being ahead of them is a good idea.
And, if attractions DO close for inclement weather, it typically takes around 30 minutes to get them up and running again once the delay ends due to safety checks, etc. So, people who stay in the queue for an outdoor attraction will be there for at least that long, even if the delay is short. Therefore, you aren't missing much by heading to the Ministry of Magic in the case of stormy weather.
Final Thoughts

Again, there are no guarantees that operations will be working in your favor when you are trying to enjoy Harry Potter and the Battle at the Ministry during your visit to Epic Universe. However, if you are planning a visit, these strategies are certainly worth trying.
