Hades hasn’t been seen in the parks since Hollywood Studios removed the Stars and Motor Cars Parade.
We met Hades in 2007 at California Adventure. I used to enjoy his role in the Christmas Stars and Motorcars Parade.

Can Hercules and,Megara be found rarely at Epcot International Gateway?

No. Megara was only out for one day to prepare for the Villains event. Hercules hasn't been around in years outside of marathons.
